Job Description
The Project Manager I, CORE role supports the administration of the California CORE Project by ensuring compliance with CARB’s grant agreement, optimizing voucher processing workflows, and enhancing stakeholder education and engagement. This role streamlines data management, reporting, and project operations using tools like Salesforce and JIRA, while also assisting with program communications, content management, and industry collaboration to drive the adoption of zero-emission off-road equipment in California.
This role directly supports the California CORE Project, a key initiative promoting the adoption of zero-emission off-road equipment. The Project Manager I, CORE facilitates voucher processing, program compliance, and stakeholder engagement, ensuring industry participants—including OEMs, dealers, fleet operators, and regulatory agencies like CARB—have the necessary training and resources to navigate the program effectively. Internally, the role collaborates with project managers, data analysts, marketing teams, and IT staff to optimize Salesforce workflows, JIRA tracking, and reporting processes, contributing to the efficiency and success of CALSTART’s clean transportation initiatives.
Duties & Responsibilities
Assisting with voucher processing & system optimization, administering the California CORE Project by fulfilling functions outlined in CARB’s grant agreement, including developing implementation manuals, policies, and procedures, optimizing voucher approvals, and processing workflows in Salesforce.Assisting with stakeholder training & support, educating dealers, OEMs, and other stakeholders on CORE program requirements while troubleshooting technical issues and ensuring smooth program participation. Assisting with data management & reporting, tracking engagement, maintaining program records, and assisting in CARB compliance reporting through Salesforce and Monday.com. Supporting technical support, system testing & JIRA workflows, managing JIRA ticketing, sprint planning, and project tracking, providing feedback on system enhancements, conducting smoke testing, and collaborating with developers to improve workflow automation. Assisting with communications, marketing & event coordination, drafting newsletters, stakeholder updates, and training materials while organizing workshops, webinars, and public events to promote CORE participation. Supporting website & content management, maintaining and updating the CORE website and equipment catalog using WordPress to ensure accurate program information. Supporting stakeholder & industry engagement, engaging industry stakeholders, collaborating with external partners, and supporting regulatory discussions with CARB to strengthen program impact.Assisting with cross-departmental support, providing administrative support for other CALSTART initiatives as needed and assisting with interdepartmental projects.
Qualifications
Bachelor’s Degree, preferably in Information Technology, Computer Science or a related field, or equivalent experience from relevant training and roles. 3+ year of project management experience, preferably in a technical or program-driven environment, or gained through related programs or projects. 3+ year of Salesforce user experience, including record management and workflow optimization. Knowledge of Salesforce best practices for reporting, system navigation, and process optimization. Familiarity with Agile vs. Waterfall methodologies and structured project workflows. Computer proficiency – Experience working with software like Salesforce, JIRA, and Microsoft Office Suite. Analytical ability – Capacity to analyze data, workflows, and system processes to improve program performance. Project/operations management – Skilled in organizing, tracking, and executing tasks efficiently. Attention to detail – Ensuring accuracy in voucher processing, data reporting, and stakeholder documentation Strong communication and customer service skills – Ability to explain complex policies and procedures clearly to diverse stakeholders. Results-driven and adaptable – Ability to adjust to evolving program needs, shifting priorities, and technological updates.
Desired Qualifications
Knowledge of zero-emission technologies and/or off-road industries. Experience working with California and federal public grants and incentive programs. Experience with JIRA or other ticketing/project tracking tools to support Agile workflows. Salesforce certifications (Administrator, Business Analyst, etc.) or Trailhead completion demonstrating platform proficiency. Experience working with diverse stakeholders through various communication methods. Experience using WordPress or other content management systems for website updates.
