About The Role 

The Lead Project Manager, HVIP Operations role will oversee the planning and execution of programmatic content in collaboration with HVIP portfolio leaders with specific vocational expertise in truck and bus incentives. 

Working under the direction of the HVIP Operations Deputy Director, and in coordination with the TORC Communications Deputy and Truck Fleet Engagement Deputy, the position will manage communications and policy deliverables related to HVIP Standard, Drayage Set-Aside, Ports funding, Transit Set-Aside, and ISEF.  

Responsibilities include producing newsletters, funding updates, policy briefings, and metrics reporting. Additionally, the role will manage the Policies and Procedures compendium for HVIP, consolidating cross-program Standard Operating Procedures (SOPs) into an audit-ready format.  

The position will also support the design and implementation of policies from the CARB Funding Plan for Clean Transportation and manage voucher operations workflows, including case-by-case policy analysis and implementation. The role requires translating program content into technical workflows, partnering with the Salesforce team to ensure seamless integration of fleet-initiated voucher requests and the creation of technical processes including emails, forms, data management, process automation, and quality assurance. 


What You Will Be Doing:
  • Lead and Manage the Development of Policies and Procedures: Spearhead the development and maintenance of a comprehensive Policies and Procedures compendium for HVIP. Collate cross-program Standard Operating Procedures (SOPs) into a well-organized, audit-ready format to ensure operational consistency. 
  • Manage Operational Communications: Oversee the creation and execution of content for HVIP Standard, Drayage, Transit, Ports, and ISEF programs, including newsletters, funding updates, policy briefings, and metrics reporting. Work closely with HVIP portfolio leaders to ensure program updates are communicated effectively to the appropriate stakeholders 
  • Voucher Applications: Review voucher applications regularly and evaluate exemption or extension requests on a case-by-case basis ensuring the smooth operation of the voucher incentive program. 
  • Support Salesforce Development: Collaborate with the Salesforce team to support the design and improvement of voucher processing systems. Work on technical workflows related to fleet-initiated voucher requests, ensuring seamless integration with other processes. 
  • Managing Programmatic Content and Deliverables: Work directly with HVIP portfolio leaders and the program team to plan and execute content for HVIP Standard, Drayage Set-Aside, Ports funding, Transit Set-Aside, and ISEF, aligning all communications with the direction of the HVIP Operations Deputy Director and coordination with the TORC Communications Deputy and Truck Fleet Engagement Deputy. 
  • Translating Program Content into Technical Workflows: Convert program policies and content into clear, actionable workflows, integrating these processes into technical systems such as emails, forms, data management, and process automation. Ensure quality assurance standards are met across all communications and technical processes. 

  • What You Bring To The Table:
  • 5+ year's experience within the CA MHD Electrification Landscape: A strong understanding of California’s Medium and Heavy-Duty (MHD) electrification initiatives, policies, and funding programs, with hands-on experience in the sector. 
  • 5+ years of direct project management and project delivery experience preferably in the clean transportation or electric vehicles space. Proven experience in designing and executing projects, from conception through delivery, with a focus on meeting timelines, managing budgets, and achieving project goals.

  • Knowledge of the administration of voucher incentive programs or other grant related projects. 
  • Excellent writing skills with report generation grant proposals and research development 
  • Exceptional presentation and communication skills

  • Proven ability to synthesize large amounts of data into clear understandable language for stakeholders and other interested parties 
  • Background in working with government agencies or nonprofit organizations, demonstrating an ability to navigate complex regulatory environments and collaborate effectively with diverse stakeholders. 

  • Desired Qualifications:
  • Experience with VIPs or Air Districts: Familiarity with the operations, policies, and funding programs associated with Vehicle Incentive Programs (VIPs) or Air Districts, and the ability to collaborate effectively within these frameworks. 
  • Experience with MHD Dealers, Manufacturers, Fleets, and Infrastructure Providers: Hands-on experience working with Medium and Heavy-Duty (MHD) vehicle dealers, manufacturers, fleet operators, and infrastructure providers, with a strong understanding of the industry's needs, challenges, and opportunities.
