The Private Cloud Software Engineering team (PVC team) in the Rackspace Technology is looking for talented Technical Program Manager (TPM) with passion for modern web development standards.
As a TPM in our team, you will be responsible for managing medium to large scale technical projects or programs, working closely with external partners, engineers, and technical staff. Requires working with various levels of stakeholders in Rackspace Technology to define strategy and requirements. Communicates execution strategies, reporting with PVC team senior management on status and risks.

Customer facing surfaces, such as auth, ticketing, billing and account management experiences
A set of innovative enablement services that help other engineering teams get products to market faster

Responsibilities:
As a Technical Program Manager, you will partner closely with Product, Engineering, Security, and cross-functional teams to drive the successful planning, execution, and delivery of key initiatives within the organization. Your role will combine program leadership, operational excellence, and technical understanding to ensure projects are delivered on time, within scope, and aligned with strategic goals.
Program & Project Leadership
Drive end-to-end planning and delivery of critical, strategic technical programs, ensuring alignment with product roadmaps, engineering capacity, and organizational priorities.
Collaborate with software engineering leadership and product management to define program scope, requirements, milestones, and success criteria.
Maintain clear communication with stakeholders and leadership on status, risks, dependencies, and mitigation plans.
Own software engineering roadmap operations, ensuring software requirements are captured in JIRA tickets, are updated, prioritized, and aligned with sprint and release plans.
Track delivery progress, highlight blockers, and facilitate collaboration across teams to ensure timely resolution.
Generate weekly and periodic reporting for stakeholders and leadership on project health, overdue tasks, and milestone risks.
Governance & Review Cadence
Lead weekly project reviews, summarizing progress, key blockers, and presenting status updates with clear “get-to-green” plans.
Prepare and deliver executive ready reports, slides, and program snapshots for leadership.
Prepare quarterly business review (QBR) materials for all active projects under the program’s scope.
Support quarterly AllHands content by summarizing key achievements, challenges, and strategic updates for the organization.
Software Intake & Operational Processes
Manage the software intake lifecycle from request submission through triage, prioritization, and cross-functional review.
Facilitate daily standups for intake issues and weekly alignment meetings with Product Managers and Pillar Leaders.
Support monthly executive reviews for software requirements requiring senior level approval.
Budget, Compliance & Reporting
Track and report CapEx/OpEx timesheet submissions, escalating gaps and surfacing trends to leadership.
Highlight low booking patterns and ensure accurate reporting across teams.
Support security and compliance processes, including audit readiness, vulnerability tracking, and remediation updates.
Quality, Modernization & Operational Excellence
Lead tracking, documentation, and follow through of bugs, production issues, modernization efforts, and migration initiatives.
Drive continuous improvement by refining processes, tooling, sprint operations, and end-to-end program workflows.
Collaborate with engineering teams to maintain high quality standards across APIs, applications, and services.
Experience/Education
Bachelor’s degree in Computer Science or related Technology, and 8 plus years of full time experience working in information technology related organisation with exposure to all phases of product development life cycle
If Master’s degree in Computer Science or related, 6 years of experience as an alternative
At the manager’s discretion, additional relevant experience may substitute for the academic requirement
Solid software engineering fundamentals gained through training, course work or relevant experience.
Requirements
10+ years strong Technical Program experience in web application development, UI/UX, content management, end-end system design, API knowledge & application security
8+ years strong experience in all phases of product development life cycle is required
5+ years’ experience in Agile/Scrum or modern methodologies
Have mandatorily worked with private or public cloud solutions for at least 3 plus years
Should have been used AI tooling or solutions, has working and exposure required at Program Manager level.
Strategic contributor to overall product strategy, roadmap and releases
Experienced in building process flows, technical documentation, capturing detailed technical specifications, functional/non-functional requirements
Run Agile products by facilitating Stand-Ups, Sprint Planning, Retrospectives, Backlog Grooming, Sprint Reviews/Demo meetings.
Experience in Project and Program tracking and ticketing tools for feature/epic prioritization, backlog grooming, tracking progress, team velocity, building dashboards to monitor sprint health/release health & application statistics
Creative approach to problem solving and good analytical skills
Ability to quickly adapt to projects that require taking initiative and developing new expertise
Strong communication skills (both written and verbal).
Highly Desirable skills:
AWS or Google Cloud platform experience
Working with development group that is dynamic, focus on cloud development
AI tooling and solutions implementation at Program or projects level
