Navarro Research and Engineering is seeking a Program Manager to lead technical and managerial efforts in environmental compliance, hazardous waste management, and remediation projects under the Resource Conservation and Recovery Act (RCRA). This role requires a strategic leader who can manage multiple projects, interface with federal agencies, and ensure regulatory compliance.

Responsibilities

  • Serve as the primary technical and managerial point of contact for clients and stakeholders, including the Environmental Protection Agency (EPA).
  • Oversee multiple projects focused on hazardous waste management, underground storage tanks (USTs), solid waste disposal, and corrective action programs.
  • Monitor project performance, budgets, and compliance with contractual requirements.
  • Provide high-level oversight of site investigations, air monitoring, sampling, and environmental compliance initiatives.
  • Lead and supervise senior staff and project managers, ensuring adherence to QA/QC procedures and EPA-approved work plans.
  • Develop and implement waste reduction and pollution prevention strategies in alignment with federal regulations.
  • Ensure that all work products meet industry and government standards for quality, accuracy, and timeliness.

Requirements

  • Master’s degree in Environmental Science, Engineering, or a related field.
  • Minimum 10 years of experience in environmental field operations, including site investigations, sampling, compliance auditing, and corrective action planning.
  • Strong understanding of RCRA, CERCLA, TSCA, CWA, and other environmental regulations.
  • Proven experience managing government contracts and regulatory compliance programs.
  • Excellent written and verbal communication skills with the ability to engage stakeholders and government officials effectively.
  • Strong leadership and problem-solving skills, with experience in budget and resource management.
