We are seeking a Senior Product Manager to lead a critical initiative under the Secure, Performant, Reliable, and User-Centered Experiences (SPRUCE) IDIQ contract with the Department of Veterans Affairs (VA). This role will focus on improving the Veteran Transition Experience, ensuring that transitioning service members (TSMs) and recently separated Veterans (RSVs) have seamless access to VA and cross-agency benefits. The Senior Product Manager will drive product strategy, collaborate with stakeholders across government agencies, and lead the delivery of digital solutions that enhance the user experience for Veterans and their families.
This is a full-time position contingent on contract award by our client, with a defined performance period of up to one year. Responsibilities
Lead the end-to-end product lifecycle for Veteran transition services, from discovery to delivery.
Develop and iterate on a data-driven product roadmap in collaboration with VA stakeholders.
Define key outcomes aligned with VA’s mission to improve the transition experience for Veterans.
Partner with VA Veteran Experience Services (VES), Product Delivery Service (PDS), and Office of Information & Technology (OIT) teams.
Work across federal agencies (DoD, DoL, SBA, OPM) to integrate cross-agency benefits for Veterans.
Cultivate relationships and ensure alignment with Veterans Health Administration (VHA) and Veterans Benefits Administration (VBA).
Lead multi-disciplinary Agile teams through two-week sprint cycles, ensuring delivery of high-impact features.
Utilize iterative design principles, user research, and feedback loops to enhance Veteran engagement.
Ensure seamless integration with VA Master Person Index (MPI) and other authoritative data sources.
Oversee API integrations with VA and external systems, considering constraints such as data security, availability, and interoperability.
Drive cloud-based and open-source technology adoption per OMB Guidance M-16-21.
Adhere to VA digital service standards, including Section 508 accessibility, Digital Services Playbook, and VA Design System.
Implement robust monitoring, analytics, and reporting to measure impact and product performance.
Ensure security, compliance, and data governance in alignment with federal IT regulations.
Perform other relevant duties as required.
Qualifications
Bachelor’s degree, plus at least eight years of relevant experience, or an equivalent combination of education and/or experience.
Experience/expertise with continuous discovery and delivery required.
Direct experience working in the VA environment strongly preferred.
experience in product management, leading digital products in a government, healthcare, or highly regulated environment.
Strong expertise in Agile methodologies, product roadmaps, and stakeholder management.
Experience in user research, service design, and data-driven decision-making.
Proven ability to navigate complex technical landscapes, including APIs, cloud services, and data interoperability.
Ability to manage relationships across multiple agencies and balance competing priorities.
Strategic Thinking: Ability to anticipate challenges, identify opportunities, and drive innovative solutions.
Leadership & Influence: Strong ability to lead teams without direct authority, aligning diverse stakeholders toward a common goal.
