OPEN Data Jobs seeks a highly skilled IT Project Manager to lead the modernization efforts of the Defense Contract Management Agency (DCMA) Mechanization of Contract Administration Services (MOCAS) system. This role is critical in managing the transition of legacy COBOL-based systems to modern Java-based architectures, ensuring alignment with Department of Defense (DoD) cybersecurity, AI/ML integration, and IT modernization strategies.

As the primary liaison between government stakeholders and the project team, you will oversee research, analysis, automated code translation, and strategic implementation planning. Responsibilities

  • Manage project execution for the Defense Contract Management Agency (DCMA) Mechanization of Contract Administration Services (MOCAS) modernization initiative.
  • Serve as the primary liaison between the government and project team, ensuring alignment with contract requirements.
  • Oversee research, analysis, automated code translation, and implementation planning tasks outlined in the Performance Work Statement (PWS).
  • Ensure compliance with DoD cybersecurity and modernization strategies, including AI/ML integration.
  • Lead project risk management and provide strategic guidance for transitioning COBOL-based systems to Java.
  • Prepare and present reports, status updates, and technical recommendations to stakeholders.

Requirements

  • Experience

7+ years in IT project management, including 5+ years leading federal IT modernization initiatives.

Experience with legacy system modernization, DoD contract administration systems, and automated code translation. PMP or equivalent certification preferred.

  • Communication

Ability to communicate parsimoniously, yet clearly and concisely, both orally and in writing in a high-paced, high-intensity environment.

  • Security Clearance and Certifications:

IT-II security clearance or an active NACLC at the time of proposal submission.

DoD 8570 Baseline Certification: IAM Level II.

Relevant certification from a nationally recognized authority.

  • Education and Training

BS/BA in a relevant field or 4 years of additional related experience.
